New NHI Realty IDIQ Contracting Request for Proposal
On behalf of the Federal Highway Administration (FHWA), the National Highway Institute (NHI) coordinates technical training for the surface transportation industry. Through an Indefinite Delivery/Indefinite Quantity (IDIQ) contracting mechanism, NHI awards task orders for course development, update and delivery to companies with subject matter expertise, project-level experience and learner-focused teaching experience. Currently, NHI is seeking companies with superior subject matter expertise in a wide array of Right-of-Way (ROW) topic areas to compete for the Transportation Realty IDIQ.

Pre-Proposal Informational Webinar
On Thursday, August 25, 2011 from 2:00 - 4:00 p.m., EST, the FHWA will be hosting a free pre-proposal online webinar for prospective offerors on RFP DTFH61-11-R-00036, Transportation Realty Training Development and Delivery. All prospective offerors are encouraged to attend; however, attendance is not mandatory. The purpose of the informational webinar is to present a brief overview of the National Highway Institute's adult learning philosophy, provide information on the Realty topics, which are the focus of this procurement, and to improve the understanding of the Government's requirement.

Message from the Chair of the Board of Directors
Its already that time again where another fiscal year is coming to a close and we are in the midst of voting for the 3 board openings from term expiration of Lisa Harrison, Steve Benson and Teri Morgan. I really appreciate each for their time and work effort through the past years to improve the Council and maybe look forward to them throwing their hat in the ring for another term. I encourage all members to seek involvement by running for these openings as well.
The nomination request is out and will close this Friday so that the vote can be held the following 2 weeks. I will announce the results of the election the first week of June and have the board installed at our annual meeting being held this year in Atlanta on June 13 in conjunction with the IRWA Educational Conference.
It will also be at this meeting that we will be holding our election of board officers. I intend to not run for Chair again this year due to prior commitments that remain for 2011 and in consideration of my role as IRWA chapter president that will not allow me to give the due time and effort this position warrants and deserves to keep this organization growing. Additionally, I feel that "new blood" is always a healthy change for organizations as it invites new ideas and innovations from sharp minds that are held back or never known due to lack of a chance to express them. That is why I hope to see more involvement through this nomination and attendance at the conference to elect such a person and board to move us going forward.
It has been my pleasure to serve the board and membership for the past few years and feel I have assisted the Council's growth during this time through our website, membership growth, true representation of the membership on particular issues nationwide, insurance capability and the forthcoming Texas Liaison Committee. This committee I hope will be a gateway to other committees that could be formed with our other state clients and continue our push to professional status. I still feel more could have been done but I truly could not have done what few things I did without the help of the other board members, to whom I owe a big thank you. I will continue to support the Council and new board by completing my term as an at-large director. Here's to continued success and growth to the Council!

Our Mission
The Right of Way Consultants Council is a new organization that grew out of a desire for professionals in the right of way consulting industry to exchange ideas and information efficiently and to develop and promote standards for our industry. Our member firms must meet our criteria for membership, as well as require their employees to uphold the IRWA Code of Ethics.
